Although the World Health Organization's Global
Program for Prevention of Hearing Impairment and
Deafness was extremely active, it became clear that
several factors were limiting its success. These
included the financial constraints of the World
Health Organization as well as a shortage of funds
among international NGOs working in the area. The
mission of many of these groups was too diffuse
and there was lack of co-ordination among those
working in the field of hearing loss.
In October 1992, Hearing International came into
being as a non-profit organization registered in
East Lansing, Michigan. Hearing International serves
as an umbrella organization for individuals, specialists,
health-related and academic personnel, and NGOs
sharing common objectives. Prominent public personalities,
business leaders, international service organizations,
international consumer organizations, and social
leaders participate in our activities.
In Victoria, Canada in May, 1993, the Executive
Committee issued the following policy statement
called the Victoria Declaration.
